I'm making this far more difficult than it needs to be.
Option 1: The planets are too different and they only really work together in space. Option 2: The planets are similar enough that they could live on each planet with accomodations.
Consider this: Writing more complex systems may be "more realistic" or "Add unique flavor" but, this flavor alone is more than enough to jump start Novaris, and would it not be realistic to give a heavy hand in the first experiment to ensure a certain level of success and also help establish a baseline? Are these are fairly close to human, yes, but that is what humans of the time were capable of deploying. Their mastery of bioengineering and, more importantly, biomimicry, were limited so in order to ensure they would be successful they needed to limit the creativity of their aliens.
This also means that as new Sectors are built later using teams of people with more time I have a way to reasonably improve and will have dedicated help doing so. Yes, we're going with option 1 because that is far easier to write and right now I need easy not real.
To that, I've currently marked planets as "habitable" but that label is changing to "best habitable" where planets, like those near Arita, frigid planets can and have been colonized by the Republic but progress is slower. The further apart their home and their desire locations are, the more difficult. This also helps answer why the Vull and Asida share so many systems, one will be close and one will be far from the sun so there's a higher chance of both existing whereas the rest are looking for planets in the same band but skewed one way or the other, making for a "best habitable". To add to this, the Vull planet around 2535 (idk what it actually is, but that's ballpark) would be too frigid for the Tutinari, and obviously so for the Asida. As for the Asida planet in Monsi space, since its not ideal, the Arduin decided they didn't need to expand yet but it is a terraforming target and thus the Monsi told the Royzon "don't" but some don't listen.
I think this is by far the more interesting option.
