The historical factions of typical Stars settings don't exist. There is no Mandate, there is no Scream, and there are no Psionics at all. The Tech level for even major factions is barely in the T4 range with the most advanced faction firmly in TL4.
Novaris is also meant to be collaborative with it's community, so while the baseline of lore exist now, what counts as lore in the future is decided by the actions of players today.
