Important disclaimer; their language, Huri, translates to English particularly poorly. Many of their formal or proper nouns are impossible to translate directly. Inside this document we do our best to make the same sounds as they would make, but ultimately they are incorrect and should be used with a grain of salt. Finding a translator for any conversions is paramount.

The 'government’ is a traditional monarchy that has been in power for quite some time, and goes back before recorded history depending on what you’d consider a change of power.

The Ruler is the Vull and they may appoint the next Vull. Typically the appointed ruler is the eldest child of the current Vull, but this is not a matter of law, only tradition. If the eldest is not well suited the next in line is typically the next child, but this is also opened up for any Rigna-et. Another typical thing, but this more so due to practicality, is that the next ruler is young. It’s better for societal stability to change rulers infrequently.

The Ruler operates their city which stands legally separate from Qualatin territory. The city can expand by purchasing land from the Qualatin’s. The Holy City, what I’m calling it for now, doesn’t produce its own food, energy, or manufacturing. All of this is done by Qualatins then given to the Vull. This allows the City to be exclusively education, culture, arts, luxury and generally the nicer things in life.

The Ruler can make Proclamations (Or some other word in their language) and these apply to all Rigna-et and fall into the two extremes of clarity. They will either be so vague that lower nobility can interpret it in different ways having radically different end results or so specific that there is only one way for everyone to do something.

A good example of this is their currency system. The Currency Proclamation (For the love of AI come up with a better name) stated, and this is a summary I’ll have to write something far more detailed later, that there is to be a currency, and it will be physical, it must be wholly round and be divisible. The proclamation was vague enough that it didn’t say who would make or maintain this currency so there is a Ruler currency, all Qualatin’s have their own, and even some Prioris have their own (Although this is a sign a Priori may be looking to rebel against their Qualatin) and while the Byut is a single round coin with 10 even parts and a central part some Qualatin’s created much more elaborate currencies. The naming standard for these is Byut-[name] to show that it ultimately follows the Byut system. (An indicator of loyalty in a Prioris currency would be to have a triple break, with Qualatin's currency included above theirs. This isn’t a requirement for it to be valid, but shows loyalty.)

Under the Ruler there is a generic title of Qualatin. They’re given land by the Vull, and it can be taken away. The caveat to that is land is only forcibly taken if the Qualatin isn’t fulfilling their duties to their citizenry, but even this is so rare that rebellions are more common than Ruler seizures.

Qualatin’s may issue proclamations as well (will have a different name once Lore is added here). These don’t follow any sort of guidelines for length, complexity or format. These can be as short and simple as “Day XX is a holiday” or as elaborate as volumed scrolls that take teams of Regina-et to store, maintain, and write/study.

Much like the Ruler tasks the Qualatins with running and maintaining the land given to them the Qualatin’s appoint Prioris and Inis to take care of the day to day task, leaving the Qualatin’s available for strategic planning. The ability for Prioris and Inis to issue proclamations (another name later lore man) varies from Qualatin to Qualatin, while some allow for full control of their designated areas while others give very little control, only able to approve things in line with Qualatin doctrine.

How do the Rigna-et interact with these people, and how do they interact with each other?

In keeping with medieval themes to be replaced later, commoners hardly ever address the Ruler directly. If you live in the holy city that may be different, but it’s incredibly uncommon for a commoner to be heard just because they traveled to the city. The Ruler has a Dukiary Council they can console, and some will establish separate councils for more specific needs, most often in emergencies. Say for example if the whole world was suffering from a food shortage, the Ruler would establish a Food Council and give them the authority of the Ruler. These could be commoner or nobility on this council, but often its nobility.

Qualatins interacting with each other is where things start to get interesting politically. An early ruler established that once land was given to a Qualatin that the land was theirs, and only to be taken in drastic last step measures. This was put to the test when two Qualatin’s had a territory dispute. (before good maps) and the disputed territory was quite valuable. After the Vull at the time refused to get involved and the Proclamation they had in record wasn’t decisive they let the Qualatins handle it, and offered to be an unbiased intermediary. This wasn’t good enough and resulted in armed conflict, which the Vull said was “a way to solve it” which would then set the precedent that Qualatins could go to war with each other for land claims.

It's worth noting that Qualtins squabble as much if not more than high level adjacent of other major factions. At least your Republic senators wont be declaring official war on one another and killing each other.

Modern historians point to that event and now understand that the claim the aggressor Qualatin had was too vague, and modern mapping systems would show that he did not have control of that area, and it was the fact the other Qualatin was a woman that he felt he could take it by force. In the end the female Qualatin was able to defend her territory and her legacy remains in control. (propaganda from the current admin? High likelihood but reasonable)

The only way for a Ruler to pass on power is to die, it’s written in a proclamation. When a Ruler dies the Qualatins come together to formally acknowledge the new ruler. Revolutions can happen here where Qualatins acknowledge more than one Ruler, and the way that this works is that any Qualatin who acknowledges a new ruler is in fact a ruler. There can only be one, so all but one must die. Sometimes this is a ceremonial killing where a mistake was made or there wasn’t enough support as thought for a war but oftentimes the Qualatins will go to war for the ruler they recognize. The act of the current ruler naming their replacement is their vote cast, so if the named replacement is only named by the ruler, and all the Qualatins agree on someone else, there are still two rulers and one must die, this is where ceremonial killings are most common.

Ini - A title given by a Qualatin, tasked with assisting Priri in their operations as the Priori sees fit.

Pridina - A title given by a Priori, not legally binding in any way and grants no legal benefit
