One thing I did not cover in the government structure is how it managed to survive for so long, and the answer is religion and tradition.

The Rigna-et worship a pantheon of deities with each person of nobility seen as the leader of that specific church.

The God deity is tied with the Ruler

The Major deities are tied with Qualatins

The Minor deities are tied with Prioris or Inis.

In ancient history these deities lived among the Rigna-et, there is much recorded history to support this, but the lack of scientific ability to prove it definitely troubles people. However the written word of people, and how they never question the existence of these deities.
