Citizenry

Their is a tiered citizenship in the RoA, my inspiration is the Dahn system from the stormlight archive.
First, Citizenship is broken down into 5 types.
Astron: Tutinari exclusive, excellent reputation, Political family. Where all Tutinari would like to be as they pay don't pay taxes, voting weight is 5, and priority access to government services. For this they make less than their private counterparts and are expected to serve the other types in any manner reasonable so long as it doesn't humiliate their station. For example, Astrons are expected to let others go ahead of them in short lines, cover the uneven portion of split tabs, etc. This may be a temporary tier for some, for others their entire family is here permanently due to them. If one were to join the military they would become a Astron, but when their service is ended they may move to another type, typically Ceianas but Dunda or Ferthi depending on type of discharge. If one were to become a member of the executive, this would entitle the entire family to a Astron for like, but only direct family and any children after the term ends may only get this type if its required for some reason.
Bion: Tutinari exclusive, good reputation, any station. In order to convert to this type the first requirement is a clean legal record. White collar crimes can be overlooked depending on the crime but violent crime is out of the question. The next requirement is a tax of 100 billion Astroni. (May need to adjust, it's meant to be for c-suite execs). For this their taxation is decreased to a flat 10M (Meant to be a lot, but lower than what they'd pay as a Ceiana. Their voting weight is 3. They get priority 2 access to government services. They can draft bills that are sent to legislation, but the only requirement is a formal letter stating their opinion on the piece and they're allowed to use AI to auto-reject/pass based on what the office wants to see. It isn't until you get higher in the tiers here that you could bypass those AI.
Ceiana: Not Tutinari exclusive, indifferent reputation, any station. This is where each person approved for citizenship starts, unless otherwise stated. They have a vote weight of 1. They taxes they pay is percentage of their income, the percentage is determined by how much they make but capping out at 60% of their income with a floor of 10%. There are restrictions to this type of citizenship that attempt to create a safety net for their communities, they disallow weapon ownership, regulate what types and how much cyberware they're allowed to get, limit internet access, and are required to use government education systems. Other societies would view this as free range slavery, they see it as taking care of one another. They also get priority 3 access to government services.
Dunda: Not Tutinari exclusive, poor reputation, any station. This is also the default placement for any non-Tutinari obtaining via application. Non-Tutinari receiving citizenship any other way may get a different type. This is for Tutinari who have done minor crimes from things like tax evasion (serious white collar crime here) to aggravated battery. There isn't a clear line but generally around the murder or serious long term harm lines. These type have a voting weight of .2. They get priority 4 for government services but are placed in a lottery after 6 months of wait time in which they jump to Priority 2 once selected. This type is legally allowed to be discriminated against, which makes it difficult to find employment or even housing.
Ferthi: Not Tutinari exclusive, awful reputation, any station. This type of citizen is reserved for Tutinari who commit violent or long impacting crime, or non-Tutinari who commit even minor crimes. These types are often in prison serving life sentences. They have lost the right to vote and can never hold a Citizen type above this. If someone in your family is moved to this type there is a chance that you are moved to a lower type, depending on the situation that got them moved here.
A note on voting weight; The Republic of Astrox is well, a Republic. Citizens vote for Senators. When electing Senators one vote is counted per vote weight of the individual voting. An enlisted soldier, who would be a Astron would cast a vote for a Senator, it would take 5 Ceiana's to equal that vote.
Each type will also have tiers
Each tier is more or less the same within their type but shows overall status with that type.
Astron | is the executive branch, Generals, and Ministers
Astron || is the Senate, officers, and high level managers
Astron ||| is the legions of people who make the government function.
Bion | are the wealthy elite with an office at the Capital building if they wanted one.
I could go on and on with these tiers, but I think I've gotten the point across. The difference between a Ceiana ||| is a world away from a Ceiana | and also a Dunda |. A C| is often making moves to join either the A or B. A Dunda | might be able to get a job working alongside bots doing manual labor but a C||| will be able to get nearly any job they like and will be offered the education to get there at the cost of the taxpayer if they're poor.
Citizens are, generally, proud of their Citizen status over resident or Alien statuses. This is in no small part due to propaganda they receive from birth. Patriotism is common and few see their place in the tiers of Citizenry as anything more than an identifier, these are relatively easily climbed so higher status aren't always seen as superior, only more important to the functioning of the Republic. There are, of course, exceptions to this as there would be anything else. Those with Dunda or Ferthi ranks are avoided, but not because of their rank their rank just identifies they are someone to be avoided.
