With the undertones that the State would offer the classes required (but never meet demand or quality of training the private sector does give, but the state makes these very high price for these companies to offer the training.) The pitch this to the workers as "We're increasing the quality of the profession by requiring this training, also by adding a layer of friction we're increasing the demand (Not true, decreasing supply of workers but "increase" sounds better, just like:) and this means the market will pay you more! Just to be safe, this job now qualifies as a "high education" position, and the minimum wage that comes with that!"
