(TPA)

Not the official verbiage, but this gets the idea across.

All regions own all systems within 300 AU (3 Hexes) of the edge of their inhabited systems, excluding space stations but including systems that Folds or Gates travel through. When there is an overlap, follow the governmental hierarchy giving the space to the higher authority.

Foreign Respect Clause

Systems that are recognized to be owned by another stellar entity are excluded from Act, but the regional governor is still responsible for threats that exist in that system.

Another law prevents the deployment of armed vessels into systems owned by another stellar entity without the express consent of that stellar entity, however they are not legally required to state what the movement is for, the form that the Republic has the governors submit to these leaders does have that box as it's often a deciding factor of consent.
